PVP related ramblings and suggestions

I am all for open PVP where humans can attack other humans and orcs can attack dwarfs.
I do like the level restrictions/penalty ideas.
I am not for an ON/OFF switch, but an idea along those lines would be to have guilds make alligences with eachother so that the members of those guilds could not attack eachother unless the guild leaders break the truce.
Open PVP i think is preferable incase of people trying to steal my kills or loot or power abusing noobs or being generally offensive on the open chat channels.
